For 2 Decades RUSD Area 1 Has Been Represented by Patty Holohan

Isn’t 20 years long enough ?

For 20 years RUSD Area 1 has been represented by Democrat Patty Holohan. During this time and under Patty’s leadership, Redlands Unified School District has suffered:

  • 20 years of declining enrollment

  • 20 years of declining test scores

  • 20 years of teacher sexual misconduct lawsuits costing the district over $50 million.

  • 20 years of OPPOSITION to common-sense policies that:

    • respect parental rights

    • protect girls’ privacy

    • restore fair competition in girls’ sports

    • protect kids from sexually-graphic library books and curriculum

    • remove the pride flag and other social agenda flags from the classrooms.

Only 34 to 50% of RUSD students are meeting or above state standards in these subject areas:

CANDIDATE COMPARISON ON THE ISSUES

Broome challenges sexually-graphic books in school libraries.

Holohan refuses to support Parental Notification in 2023, 2025 and 2026

Parental Notification Policy - would notify parents of any change to the students records including if a student is gender transitioning in school.

Holohan’s refusal to remove pornographic books from school libraries - RUSD School Board meeting 12/9/25

Redlands Community News, July 31, 2026

On July 21, 2026 Holohan abruptly and without forewarning walked out of the RUSD Board meeting during Public Comment just before a Parental Notification Policy and No Deception Policy was to be discussed. Why? Because she will not stand for parental rights and was afraid to make her views known. She arranged to have her compatriot on the board, Melissa Ayala-Quintero, attempt to have the policy proposal tabled because Holohan was absent.

Holohan Campaign Violations and Mischief

2026 Holohan’s apparent campaign violation for late FPPC reporting of $10420.

These are FPPC Form 497s which require reporting of late campaign contributions (of $1000 or more within 90 days of the election) and must be reported electronically within 24 hours of receiving the contribution.

In the 2022 Redlands School Board election admitted to police that she instructed her campaign worker to remove her opponent, Erin Stephen’s sign. The stolen sign with a tracker was localized to Holohan’s home and subsequently track to the worker’s home.

for failing to report late campaign contributions of $16630 received within 90 days of the election. Her campaign was fined $698.

2026 Holohan Campaign Closely Tied to Together For Redlands

Patty Holohan campaign has been using the local LGBTQ activist group Together For Redlands as volunteers to put out door hangers and yard signs for her campaign. Her campaign has also paid over $2000 to Together For Redlands PAC to print these false and misleading door hangers. Together For Redlands members have been attending RUSD School Board meetings for several years now, repeatedly calling School Board members and and conservative attendees Nazis, Fascists, White Christian Nationalists, Homophobes, Transphobes and disrupting the School Board meetings with hateful rhetoric and profanity.

2026 Holohan Campaign Benefits from a $49000 Dark Money PAC Contribution

One 9/25/26 Together For Redlands PAC received a $49000 contribution from Stop Project 2025 PAC based in Washington DC and have used that to send out 7 mailers in October 2026, solely to attack me (Dr. Dale Broome). There is no way to trace the out-of-state donors to this PAC. I have no affiliation or any knowledge of Project 2025. These mailers were filled with false and misleading information, accusing me of banning library books, defunding RUSD schools, draining school resources, wasting tax dollars, laying off teachers, overcrowding classrooms and causing teachers to leave the district.

These accusations are patently false and absolutely unbelievable because I have never served a day on the school board or been in a position to make such decisions.

Patty Holohan’s Personal Financial Mismanagement

Holohan cannot seem to pay her federal taxes on time.

According to the San Bernardino County Recorder - County Clerk Public Access System, Holohan has had numerous Federal Tax Liens from 1995 -2026:

1995 City/County/State Tax Lien 2011 Notice of Default

1996 Federal Tax Lien x 2 2012 Federal Tax Lien x 2

2003 Federal Tax Lien 2013 Federal Tax Lien x 2

2006 Federal Tax Lien x 2 2015 Federal Tax Lien x 2

2008 Federal Tax Lien x 2 2016 Federal Tax Lien x 2

2010 Notice of Default 2024 Federal Tax Lien x 2

2010 Federal Tax Lien x 2 2026 Federal Tax Lien

If Patty manages her personal finances this poorly, can we really trust her to make sound financial decision for our school district?

2026 Redlands Unified School District Budget Crisis and Patty Holohan’s Fiscal Mismanagement

In 2023, Patty Holohan and the previous RUSD Board approved a 13% raise for teachers and staff with one-time Covid funds.

By January of 2026 the district was projected to have a $20 million deficit by the end of the year, only to grow in future years.

The District financial officers indicated that this pay raise was the primary cause for the deficit, although there were other contributing and unexpected costs including : Title IX enforcement expenses and teacher sexual misconduct lawsuit payouts.

The end result was that the district had to layoff a number of librarians, counselors, and nursing personnel.

As painful as the layoffs were, the RUSD Board approved this reduction in force to preserve the financial solvency of the district.

Patty Holohan voted against the staffing reduction, but did not lay out any alternative plan to close this $20 million deficit. She wanted to continue the deficit spending, jeopardizing the financial solvency of the District.
